Police cleared after firing bean-bag rounds at man during standoff

1:10 PM

A Winnipeg police officer who fired a less-lethal bean bag gun at a man during a stand off in St. Vital earlier this year has been cleared of wrongdoing.

Winnipeg officers were sent to a single-family bungalow on the first hundred block of Worthington Avenue regarding a man wanted on five outstanding warrants at about 12:23 p.m. on Feb. 26.

The Winnipeg Police Service said at the time that the man refused to open the door or speak with officers and fired a gun at them from inside the home, then started a fire inside. None of them were hit by the gunfire.

The man eventually climbed through a window onto the roof of an attached porch, where a tactical officer shot the bean bags at him three times.

The Independent Investigation Unit of Manitoba, which probed the incident, said the man was hit with multiple rounds in his upper torso.

The IIU said Wednesday that the officer’s use of the weapon was reasonable and recommended no charges.

Third teen arrested in Swan River slaying

1:00 PM

A third teen has been arrested in the slaying of a man from Brandon in Swan River on Friday.

RCMP were called about an unresponsive man in Legion Park in Swan River at about 11 p.m. on Nov. 1. When officers arrived, they found the 21-year-old Brandon man suffering “obvious injuries” before he was pronounced dead.

RCMP say investigators arrested a 16-year-old boy from Swan River on Saturday and another 16-year-old in the days since. The two 16-year-olds have been charged with second-degree murder.

On Tuesday, Mounties say, officers arrested a third suspect, a 15-year-old boy from Swan River, and charged him with manslaughter.

Mounties say the teens knew the victim and the attack wasn’t random.
